Unfortunately you’ll have to keep picking up & discard the feces and wash down the yard with a bit of soap on an Ortho yard sprayer. This is because they know your yard as a safe place for their litter box, by scent.
Do you have a Food Source too? Maybe mice?
Many people swear by vinegar and that’s worth trying several times.
If your yard is large, I would look at a motion-sensitive dog-barking noise maker.
Lastly, I’d ask Vector Control if they can loan you some traps.
Cats I know of hate the smell of lemongrass. Place some sachets with lemongrass essential oils around the yard. Refresh as needed

We have fruit trees, so the fruits bring the birds and the birds bring the cats.
We keep the yard clean and have noise activated owls including lights. These are Ferrell Cats and they rule, we even have a dog, also am afraid for my dog.

Cats detest Rue plants and large plantings of French Marigolds, Lavender, Sages, Lemongrass, etc. You should consider calling animal control, as these cats are posing a definite health hazard. If you find your neighbors are feeding them, ask them to stop. I'd give serious thought to stopping the bird feeding, until the situation is in control.
You might also check to see if someone in your area manages feral cat colonies, maybe they can help.
