I've read you can build a fence of 1 in. chicken wire around them but dig a trench 3-6" around it and start the fencing there so they can't did under it. See if this helps. It has more detail:

My family has always hung disposable pie plates by a string from tall stakes around the garden. The pans move in the slightest breeze and make gentle clanging sounds that keep most animals away
Chicken cage around the plants. It must be tall and put it in the ground as much as you can (at least one foot). Then, if they are still getting through, curl the top and put on a "roof" of caging.
Place citrus peels and spray with essential citrus oils.Use plastic forks prong side up. Make other sprays as well hot pepper with garlic.Other than that you will have to put chicken wire or fencing so they cannot get in
Thw vet I used to work for had people who would come get the hair removed from the dogs and cats we groomed and spread it around the garden to keep our critters.
We sprinkle dried blood or blood meal around the edge of our garden and that keeps them away. It is available at most garden centers or hardware stores.
