Just keep cutting it back hard.
Cut it all the way to the ground, try dousing the roots with white vinegar and salt
The best thing is to cut it back to about 4-5 ft tall, all thick stems works best. Water it on a slow drip for about 24 hours�. Then wrap a heavy duty chain around the base several times. Back your vehicle up, then pull the entire root system up. Get as many roots as you can. And fill the hole and your done! We had about 4 or 5 of these and after removing ours, they did not come back. Crepe myrtle was a different story though! lol
