The best is to dig them up, you can also use an herbicide and make sure to cover the surrounding​plants
You will have to pull them out .If there are surrounding plants do not use any chemicals.
If they keep coming back, they might not be Morning Glory. There is a weed that re-seeds, and looks very much like morning glory. Dig the area, and make sure you get all the roots.
