Usually it's voles eating your bulbs, they are vegetarians. When planting your bulbs put some crushed oyster shells (you can get at HD or Lowes or your local feed and seed store) in the hole and also take a piece of fencing wire that has small holes in it and line the hole and put your bulbs in and cover them up and let them grow. Sprinkle generously some more crushed oyster shells on top as well.
I had a huge problem with rabbits, squirrels and chipmunks this spring. I started putting down cayenne pepper powder and grated Irish Spring soap. That really helped a lot, of course most of the damage was done already.
I recommend spreading some shredded Irish Spring bar soap around your tulips. You can shred them on a box grater or even in a food processor. Animals hate the smell and taste of the soap and, here's the best part, it will not harm your plants. Wishing you well. Good luck.
Two very valid suggestions so far! I would add that if the flowers and leaves are being eaten instead of bulbs, try throwing handfuls of used coffee grounds around the base of the plants. The smell will often deter squirrels and some other animals. Ask a coffee shop or restaurant or maybe even your office or church to save their grounds for you so you get a lot at once. One day's worth from a typical coffee shop is about 15 pounds in my neighborhood. Deer and woodchucks are probably the toughest to deter. If you have them, give up and plant alliums, fritillaria, and maybe daffodils.
