Have you tried a motion-activated sprinkler, Johanna? We have used one called the Scarecrow, it's available on Amazon.
Deer are rlentless when they find something they like to eat. You can try sprinkling some shaved Irish Spring soap around your garden around your plants and see if that helps.

Usually a fence does the best, but a co-worker tells me that deer do not like sage. Not sure if it will grow where you are.
They especially love raised gardens, bring the buffet up to them.

We mostly buy plants that deer don't like. We have also use fencing to keep them out. They are a pain!!
Human hair sprinkled around will keep them away. Hit up local barber shops & hair salons. Check out this article from The Old Farmer's Almanac:
