How to dog proof and chipmunk proof a homes downspouts?

We have a German Shepherd Dog (Reagan), she loves to chase chipmunks in our yard. They typically will run along the edge of our foundation and at times have made their way up our downspouts. I tried putting a grate/metal screen over it to keep them from getting in, but often times that prevents not only the chipmunks but it prevents the leaves and debris from flowing out when we get rain and it clogs up, causing water to back up. Reagan has literally pulled the entire downspout off our two story home and often times she has left teeth holes in the downspout and mashed it almost closed at the ends. Any suggestions as to how to remedy this problem?

    Sounds like Reagan is determined.  can you a flex hose on the end of gutter? Those can go in to the may deter the chipmunk from trying to enter .

    run a perforated plastic pipe and cap it. When the leaves fall remove the cap so leaves can flush out. There is a product out there that keeps the gutters free from debris "Gutter Helmut" is the brand name, it there are other products as well,that way you won't have to remove the cap. Don't glue the cap. Your local box store should have all of your needs

    We screwed the downspout pieces together. We have four dogs, and three of them chase critters and the downspout was constantly getting knocked off. Hasn't happened again. You can always bend open the end if the dog crushes it, I have done that many times!

    I would get those gutter extensions that roll up when its not raining.... or do an undergound gutter ...

    Put a small metal cage around the spout. One that has wires close together. Hide it with plants. This would prevent critters from even getting to the spout & thus allows proper drainage.
