Very small black or dark bugs in pantry, unopened cellophane wrapped or paper packages. Can you identify and advice?
Without fumigating, bed bugs will flourish. They are masters at hiding in the baseboards and any fold or crevice to multiply. If you are going to use home applications, you should get a black light flashlight as the bugs glow under black light. Amazon has them as well as some good insecticides. One thing you should do immediately is treat all mattresses and box springs, and put them in vinyl zippered mattress covers. Use the black light flashlight to check the floor and baseboards in infected areas. You will have to wash all clothing, linens and curtains using an insecticide, or I use hot water and 1cup 20 Mule Team Laundry Borax found in the laundry soap section of stores. Wipe out drawers and cupboards before returning clothes to them.
This truly may be a time to call in the professionals.

Yes when I had that problem ten year ago someone told me to go to Home Depot and get Ortho Home Defense insect killer and I did and it worked but if it doesn’t work for you I would consider pest control
You might need to buy a new mattress and pillows. Everything else that you can put in the dryer on high to kill, do so!
Call in the professionals immediately! You are probably spreading them right now to unsuspecting people, once they are infesting your rooms, clothing, and furniture, they go like wildfire. The professionals have the training, equipment, chemicals, and knowledge about where the bed bugs are and how to get rid of them. They do this for a living, most people do not. They also keep returning as part of the warranty. Do not try to treat them on the cheap, this is money well spent.
We learned this from experience, stayed at a resort hotel at the ocean, 2 days later I was getting bites, thought it was sand fleas. It was bed bugs. The mgmt brought in their retained company, took all our clothes, luggage and treated them, moved us to another room, quarantined off our unit along with the units beside ours and the units above and below ours. Serious business. Make the call now.
I’ve seen cinnamon for bed bugs.
Hi! My niece went through this, and researched it extensively (she's a teacher) when her apartment building was affected. I remember that bagging your belongings and keeping them bagged for a few weeks helps break the reproductive cycle just like with fleas. It was recommended two to three weeks and she went a full month. She used diatomaceous earth on carpet and the complete perimeter of the apartment and the building was professionally treated. They never made it into her apartment. Good luck and stay safe!
