The swimming pool? The only thing I can think of is lots a sparkly reflective moving pieces of reflective metal, foils & mirrors.
If they are ducks, you’re going to have to call Animal Control to set up some cage traps and physically take them very far away. As they will come back. If they can remember where to stop during migration breaks, they’ll remember your pool.
I stayed at a Holiday Inn in a very nice locale and the ducks there made the swimming pool, the deck and the lounge chairs unusable. It was unsanitary and disgustingly dirty with duck poop everywhere.
First remove all items that could attract birds (bird feeded, bird bath).
Buy a fake replica of a predator to scare the birds away. Most people opt for owls, which can be placed in or hung from a nearby tree or awning. Some birds might respond better to rubber snakes placed on the solar cover, or around the perimeter of the pool and move these every few days.
Repel birds with sound waves. While generally reserved for keeping birds out of large areas like fields, parks or athletic stadiums, a sonic or ultrasonic system could be the answer for a major bird problem. These are generally unneeded by homeowners and are much more expensive than other methods, as they can cost several hundred dollars.
From what I have read and heard, if they are big birds like geese and ducks, the most effective means is a dog to chase them away.
It a cover or a rolling cover never had a problem since I installed rolling over.
