You can knock them off with water. You would need a sprayer that puts out a spray strong enough to knock them out of the broccoli heads. After you've knocked them off, spray the ground with soapy water to kill them. Or you could spray soapy water on the broccoli before spraying with water, which would rinse the soap away with the aphids.
