Hi Sharon. I put down crab grass preventer down mid to late April. Then I apply weed and feed mid May.
You can do it now
After ground thaws but before grass starts growing, typically by 2nd week in April where I live in Milwaukee.

I agree, you have to wait until the ground thaws enough that it can be absorbed into the soil and not wash out if it rains.
