Take a branch to a local nursery.
It is usually powdery mildew.
Aphids
Aphids aren't typically white.
Aphids can be various colors, including yellow, and produce a sticky honeydew substance.
Powdery mildew is white and is a fungus. Can be treated with a special spray made for it. Or could be white fly. Look at it better with a magnifying glass.

Hi Frederica, this might sound crazy but add banana peels and a little beer around the plants. Dig a hole near or at the roots and drop in 2 banana peels and cover. The plants will absorb the nutrients from the peels and the beer and the condition of the plants will GREATLY improve. It also helps keep the bugs away.
