How can I Remove English ivy and Oriental bittersweet?

What can I do to eliminate English ivy and Oriental bittersweet from along the and on my fence. Neighbor does nothing to help to eliminate the vines. After years of pulling I am tired of all this wasted effort. In desperation I tried Round-up and it did nothing. Any help would be appreciated.

    The only thing I have found effective (after 2 decades of trying) was to use a tip given on a UK gardening program. You need to cut every stem off below ground. A long and tedious job with the amount of ivy I had. The ivy above the cut will wither away. Each year you need to check for new shoots and eliminate those too. Now after 8 years the underground roots have died off too and I have other plants thriving in the area.

    The only sure way is to dig it up. This means digging about a foot down to remove all roots. You know how easy it is to propagate ivy in a jar of water? A little bit of root can become a tangled vine in so many years requiring this labor intensive process to be repeated. Herbicides can be used but on thick leaved, woody stemmed vines, herbicides are not as effective, so look for that on the label. If you want to contain ivy to a limited area, you have to put a solid barrier at least a foot down in the ground to keep underground roots from wandering. Then you have to clip vines that go where you don't want them. Ivy is beautiful, but can become a nightmare. Good luck!

    Thank you all. Pulling and digging is what I have been doing for years . THe problem is what is growing on the neighbors side of the fence keeps coming back on mine. Like Dorothy I have been pulling this stuff up for decades. I'm thinking about nipping the runners and laying them in a salt and vinegar mix.
