The most likely culprit would be a rat. Although they don’t have flat tails I think their tail could be mistaken as flat. The thing about rats is that their teeth never stop growing, so they gnaw on substances such as concrete to file them down.
Make a hot pepper solution and spray the affected area, assuming you don't have kids or pets that are likely to be affected. One taste and the animal will leave the area alone.
I would hire someone to trap whatever is doing that and rid yourself of the problem
