Try making a spray with citrus oil and water. Generally anything with a scent cats do not like should work for you.I believe the citrus is the best solution.

I have heard liberal sprinkling of either ground pepper or cayenne pepper over the flower bed dirt. It will need to be reapplied but will stand up to some rain.

My daughters cats used to dig in my plants to use them like a litter box so I sharpened cheap pencils and stuck them in the dirt every so often and that stopped them.

I have heard that orange peelings will keep them at bay. I use coffee grounds to keep rabbits away, possibly this could help as well.

I use HOLLY leaves, just lay a couple in the flower beds, pots etc, the cats dont like their butts prickled ;)

Get a motion activated sprayer at your local diy store, it will spray them when they come near and kitties don't like to get wet.
