Orange peel! Or tiger manure, but unless you live near a zoo, peel is easy to accumulate.
I lined mine with chicken wire. Works great! As long as they cant scratch the ground they wont hang around in it. I put just a little dirt over mine not much but jus enough to cover the wire.
Try mothballs.
They hate citrus so we sprinkle citrus peels around the garden- good luck!
lay flat pieces of chicken wire after planting. The cat's cannot scratch so don't like it. Helps keep the squirrels out of your beds, too.
Get a motion activated sprayer at your local diy store, it will spray them when they come near and kitties don't like to get wet.
