What kind of bugs?
Lady bugs! You can buy packages of live lady bugs and let them go on the rose bushes. They will eat the other bugs- especially aphids. We have bought them at Fred Meyer and you can order them at many places online. Let them go after dark and most of them will stay right on the plants and begin their work. They will fly around and out of sight but most of them will return. Best of all a lot of them seem to return the next year.
Most likely they are aphids. Mix up plain soap solution about 50/50 and spray plants from top to bottom and even around base. Ants place these bugs and then "milk" them for the juice they drank. The bugs and the ants won't like the flavor of soap and move elsewhere.

non toxic organic pure Neem oil will not harm any benficial bugs that are needed for pollination so you get flowers or buy Live Lady bugs or Praying mantis egg cases or Green Lacewings they will kill/eat aphids & their larve....putting soap on your plants is really not good unless it is insecticidal or horticultural soap it kills needed beneficial insects and causes break down of the plant/leaves itself,also kills needed microbes in surrounding soil that is needed for maintaing healthy soil....detergent will remove the waxy coating on the leaves of the plant. The plantuses this wax to make the leaves waterproof, and to stop pathogens getting at theleaf. If a high concentration of detergent is used, the detergent will remove the cell membrane of the the leaf cells, killing them.
