What is the best way to keep deer, etc from fruit trees?

I've put up fences, shiny tape which is supposed to scare them, but they still get at the trees.

Barbed Wire on top of fences........

There are motion activated rain bird systems out there for scaring away deer... but it might be strong enough to knock the young fruit off... if it hits the trees
