What would be the reason why you were thinking about putting moth balls in your garden? If you are hoping that they will keep deer away from the vegetables, from my experience, I would say don't waste your money.
Deer have an extraordinary ability to know where food is and to get at it.
I put the mothballs in pantyhose and hang them from a stake. But I've also did the same things with some dollar store wind chimes. No chemicals and it looks nice in your garden.
