we had the same issue so we bought vinyl lattice sheets and put them up, it comes in a couple of colors and it can be painted. It nails up easily, easy to cut with a saw and looks nice.

Enclose it with light weight wood and use it for storage. You could make doors that swing open and store things like a lawn mower, hoses, sprinklers, etc.
put out pots of vicks vapour rub they hate the smell of it
Lattice is pretty, reasonable, and fairly easy to put up even for a not-so-handy person.
plant any kind of mint - they don't like it!
First things first. Invest in 5-10 boxes of original stinky mothballs and liberally apply to this area. Absolutely NO mammals will want to call this home or their bathroom. Next, vinyl lattice would be great if you want it maintenance-free. That would also let the air circulate so you wouldn't get mold or mildew.
There are many options for deck skirts. I have attached a link with a variety of ideas. You should also check houzz and pinterest for more. Hope this helps

I put sheets and cut to size (plastic)white trellises and You would be surprised how it TOTALLY changed the look and just hose it down when they got a bit dirty!! And, at my Home, it also keeps the critters out (Doggie's and Kitty's, too)
