I don't know what skills you have, however we had a "privacy fence" built many years ago that sounds like it would work for you. First build a structure with posts and three horizontal boards evenly spaced across the posts. Then add vertical boards alternating the side of the structure by attaching them to the horizontal boards. This give complete privacy but enables the air to pass from either side due to putting one board on the inside and the next board on the outside, creating an air space between the boards. Maybe someone else knows what they call this kind of structure. Ours was done almost 40 years ago and I don't remember what it's called. :( Wishing you the best.
