Make container plantings with colorful; flowers.Use a colorful outdoor carpet with a small table and chairs, use solar lights, hang fairy lights, use a gaming ball or a garden ornament the will fit, hang a wind chime.
Wind chimes or spinners. String lights. Potted plants. "Fake grass" cut to fit your space. A bistro set with nice comfy cushions. Bird feeder?
Do you have access to an overhang? You can get some screw hooks to hang potted plants. You could even add canisters to grow either flowers or ivy to add some green to your patio. How big is your area? What about adding an outdoor rocker with a colorful pillow and blanket.
Get tiered plant stands that allow you to have more green and color in smaller areas. If there is some type of fencing around the patio you could put up window boxes to use that space to add color. I found window boxes at Aldies that allow for different sizes of fence ledges that were really reasonable.
I loved our small apt patio. Just need a couple chairs with bright colored cushions. I used a "painted to match" short shelf unit as a patio table to use as storage as well as our table. A woven grass cloth rug made it homey. Plants add color and I used a drop cloth on one side as a privacy screen. We had room for a small grill to complete our 5' x 7' outdoor living area.
Just do everything but in pots, including some yard art.
Use a bigger rectangle planter and put a flowering vine in it against one of the sides of the patio. It will also help create some privacy. Potted flowers are always a great way to dress up a patio. You can also put house plants by the entry way to the patio.
After you get done putting in your new patio garden, and if you feel the need for more.... I would check to see if there are community gardens in your town. My little beach town has 3 quite large ones. Or you could be the person in your town to provide leadership in creating the first one. https://www.google.com/search?client=opera&q=how+to+start+a+community+garden&sourceid=opera&ie=UTF-8&oe=UTF-8
These ideas are wonderfu! I was feeling stuck, but now I can feel those creative juices flowing thank you all so much!
