Build a frame with treated lumber(don't forget to leave an opening for an entry door). Attach plywood(not all the way to the ground; leave about 2 inches of the treated lumber showing. Purchase lattice or lap board to attach to ply wood for something attractive to disguise the plywood. If you want super insulation buy the blue foam 4x8 panels and glue them to the plywood before you attach to the frame. Expensive though.

You don't say how high off the ground your porch is, but I'm guessing not more than 4 feet. To close it in, I'd first wrap it in chicken wire, buried a few inches in the ground and stapled in place. Then do a layer of insulative material to keep the air out. HEAVY plastic (at least 2 mil), Tyvec, or actual insulation. Cover that with whatever goes with the house. Concrete siding board, decorative wood, stucco. Should be good to go. Nice and toasty.
