You’re talking about ceramic tile or vinyl tile? In either case, getting a surface that the new tile will stick to and installing new tile is a summer-time project.

If ceramic, I wear a P95 mask, gloves & use a 40 grit belt sander & grind down the glaze on the tile, enough to bond with a concrete floor leveling compound. Vacuum the dust, then wash down with a muriatic acid solution.

No one else can walk on this floor until it is finished.

Then thinset the new ceramic tile. Plan your cuts before you rent the tile saw. You’ll want frost proof tile & polymer additives in the thinset & grout. I use pennies as spacers with non-sanded grout, because large grout joints are prone to problems.

Let set 24 hours & then grout the tile. Any sealer used on the grout should be exterior rated, due to UV & chemicals.

Hi. The tile more than likely had a sealer on it. If the sealer was not removed, that's what caused your first paint problem. There is no easy fix. But there is a proper and long lasting fix that will look good for years.

• Tape plastic on the house so nothing splashes the siding.
• Rent a pressure washer, if you don't have one and get as much of the paint and dirt off as possible. Allow to dry.
• Use a scrub brush on the end of a pole with a gel paint remover and get the rest off. Rinse well. Allow to dry.
• Use an electric sander (rent one if needed) and sand to rough up the top of the tiles. Use a mild sand paper. Clean and let dry.
• Now decide if you want to repaint or stain the tiles. Prep the tiles according to the directions on the paint (use only paint recommended for stone or tiles) or the stone stain (sold on line or at stone yards). Use sealers recommended by the product you use.

You will now have a porch that is beautiful and will last for many, many years. Happy DIY'ing!
