How do I remove up to 3 layers of latex paint from concrete?

We did not know latex paint would not adhere to unsealed concrete and have painted our patio concrete floor three times, with peeling a constant issue
weve learned our mistake but in order to paint correctly all the old has to be removed

You can try a power washer. Otherwise its going to be paint stripper like Kleen-Strip and a long handled scraper. You could also rent a grinder machine from home depot.
Use Concrete paint on concrete. Otherwise stain it with acid stains.
