we have small pets so we used a plastic baby gate that fits between the opening to go down the stairs - it does not rust so it's okay to leave it out in the weather.
We have a blind dog and we made a rolling gate from plywood. We screwed a 2x4 on the deck post and one on the deck railing that is off set to accommodate the plywood gate. We put a wheel on the plywood and a 2 x 4 on the top to glide on the one 2 x 4 on the railing. Sorry no step photos but this is what it looks like.
