I am painting a concrete garage floor and there are paint drops from previous painting. Will concrete paint or stain cover it up.... Or should I stencil the perimeter with concrete paint and stain the rests with concrete paint?

from what I have researched it will be best to use a stripper on the existing paint .You can try a concrete and masonary bonding primer first if you decide not to remove the stains.Make sure you use an epoxy paint on the floor it should last longer.

Not seeing the extent of the spills, I can only guess, but I have had excellent results with steam removing paint from wood and vinyl siding. You do have to scrape or brush off the paint after steaming though.
