What exactly needs refurbishing? Can you share a photo? Have you tried power washing?
As we don’t know what you need, or already have, I’ll start as if you have nothing. Also I’ll assume it’s just you living there.
Find a cute bistro set, now on clearance ( Target, Walmart...) also clearance a outdoor rug (Target, World Market) I bought 2 matching rugs to have a larger area covered from World Market, they were out of the larger sizes. Actually everything summer is on clearance, so get some shade by a new market umbrella ( keep the plastic cover it hopefully comes in to cover it over winter. Be sure to store these items over the winter, or cover well. Early Spring check out Home Goods, Ross, TJMAXX for great prices on garden pottery, and fill with plants, flowers, vegetables. Save over the winter so you’ll have a nice nest egg for these purchases. You also might want to try a DIY of a fountain, for a serene noise blocking item. And to finish it off inexpensive solar lighting, or fairy / Christmas lights wrapped around strategic areas. You can also designated a longe chair for some sunning, if you like that.
