Depends on the age and condition of the existing deck, get some estimates and professional opinions.
It depends on the condition of the boards and supports, of course, Alisa. One way to see if a main supporting board or a cross board is rotten is to drill through the board with a small bit or narrow screw and look at the sawdust you get. If the shavings are soggy, the board is rotten and the whole frame may be in danger. If the shavings are dry and turned to dust when you touched them, there may be dry rot and some boards may need to be replaced. But if the sawdust is dry but not dusty, just a tiny bit moist but not wet, and if the scent is correct for the type of wood, you probably have healthy boards. You can proceed with Clean, Sand, Stain, and Seal. Best wishes! ☺️
If the joists (support boards) are in good condition you can just replace the deck boards (surface boards).
It depends on the condition of the joists. If they are still solid, not rotted, you can replace the decking only.
