Oh, I can just see it! First dig a trench for the cinder blocks to sit in. Be sure to make them level. That is the hard part. Now using 2x4s or landscape timbers cut to about a foot long, drill a hole in the end of each timber. Insert the timbers into the holes of the cinder blocks. Insert the solar lights into the holes in the timbers. I would not put lights in all of the cinder block holes. Instead plant flowers in some.
Of course, to make that last, especially if you're in an area prone to frost heaves, you would need to dig down several inches below the level where your blocks would sit, add a couple of inches of sand and another couple of inches of paver base, screed it out, then set your blocks, then sweep sand in between to lock the blocks in place, and install an edging material where it butts up to the lawn to keep grass from encroaching. Is your driveway paved? Concrete? Gravel? May have to install edging on the other side if it is gravel.
It's a great idea and could look super once it's done, but a great, lasting job is all about the preparation and doing the correct install for your area.
