You can slather petroleum jelly or thick motor oil all over the bar and brace. Wrap in old rags if it might drip. After a couple of days, unwrap the bar and wipe it and the latch clean of oil. Sand the metal by hand or with an electric sander. Paint it if you want to, but it will scrape over time. Then your burglar bar should open smoother. ☺️

Do you have a picture? where was the burglar bar and what was it securing? the door? window?
If you mean a burglar bar that is used for a screendoor or window, you can use any strong metal bar and place it on the door/window track.
