Once you get that carpet removed and power wash the concrete you can absolutely paint it. It depends what is under the carpet and the shape it's in once you pull it up. If you can scrape it down good, use a solvent to remove any glue, then etch the concrete. After that you can paint or stain the concrete.

I would take the carpet up and clean the porch really well with a power washer. From there you will have a clean slate. You can get concrete paint and stencils, or you can use concrete stain.

Yes take up the carpet but it may have been glued down and in that case you may have a mess under it. If not, I would paint the porch a grey color.
Is the carpet glued down? If it isn't just roll the old carpet up if it is you will need a scraper to remove all traces of glue. Get a scraper on a long pole you don't want to be bend over when getting the extra glue off.
Take up the carpet and use a pressure washer to clean it. After that, paint and/or stenciling would work.
