I've been doing this myself this year! Needs to be rubbed down to remove all loose areas. Bad areas might need wire brushing! remove rust particles and either coat with "Crust" to eat the rust and then repaint,or paint over with Hammerite or Rustoleum for a fresh look.

I remove any loose rust with a wire brush and then spray with a rust converter. You can leave like this or paint over the converter
Pressure wash. If that isn't sufficient then you can paint it.
Remove all loose rust and paint. Wire brush smooth (use sandpaper for any difficult areas). Prime with Rustoleum spray for metal - I've had much better results using a separate primer and paint. Finally, spray with Rustoleum for metal in your choice of color.
