an inexpensive base that is relatively easy to level is what we call 'chips and dust'

It's a fairly fine mixture of crushed stone and limestone. Spread 3-4 inch layer on the area you on which you wish to build and tamp down. as you place your deck base supports (are you using deck blocks?) you can level each piece by moving more chips and dust as required. If you are concerned about weeds/grass growing up through the deck, put landscape fabric down first before Laying on the chips and dust. I also like to use a gentle shower of water on the chips and dust after the base has been built and levelled and before the deck boards are installed. Hope this helps!
