You can sand, prime and paint. You can also use a chemical paint peeling solution and scrape off the old paint, make sure you do it outside the odor is toxic!
Inside the door or outside the door?
You can cover oil paint with latex but not oil over latex. The easy way to remember it is “latex covers everything”. Light sanding, primer or a deglosser will lessen the work.
Kilz brand suggests Kilz Premium for priming exterior doors. In my opinion, It really depends on the door material and condition. For a standard steel entry door I personally would consider Kilz Adhesio.
We used oil paint to paint this door, which was over 100 years old when it was painted. No kilz, oil paint, no top coat. It is correct that you can use latex over oil but not the other way around, but since it is outside I would always use oil.
