Have someone power wash them. It should remove a lot of the paint.
It sounds as though an incorrect paint type was used. I think your best bet will be to remove all of the peeling paint (either by scraping, heat gun or using a commercial paint stripper...or any combination of the three that work) and repainting with a paint formulated for use on metal...rustoleum makes great metal paint, either spray or brush version
f the paint is peeling off they wrong product was used. Try using Citristrip to remove the exsisiting paint, clean,allow to completely dry out and repaint with exterior products for metal
I would remove it and repaint them.
