I painted mine with latex trim paint 4 years ago. Tedious but excellent results. No peeling or fading.

If your shutters are vinyl you can first take them down and wash them really well. Then take any latex spray paint and spray paint them. If they are wood you will want to take them down, wash them well and go over them with a metal wire brush. Then use a quality spray paint on them.

I’d prime them first so the paint will adhere then I’d use the latex trim paint mentioned above. Not sure what material they are but there’s also some awesome spray paint that works great on vinyl.

In addition to the really good answers above, remember to pick a color that will compliment the house and property. Don't use the cheapest paint or tools, either. This is an investment. The longer it lasts, the bigger the payoff.

I was thinking leave them hang and put newspapers all around them and spray on a not windy day.
