I have used a water-based polycrylic to seal pots for outside...and I have actually used spray-on sealers for painted rocks. Both seemed to work very well. I believe you can use Mod Podge as well, but I think I read that there is an exterior variety that works best.
Use a Clear spray sealer with uv protectant from Rustoleum
modge podge will wear off quicker than a normal sealer
Using sealer, it wears off. I painted mine and left it at that. The only thing they do is fade.
