You could try to power wash it and then scrap it.
A power washer. You can buy a really decent one at Harbor Freight for a reasonable price. If it doesn't come off with the power washer, then you can paint right over it
A heat gun and a metal scraper, wire brush for thick built up paint.
Hi Lolo, You could try a pressure washer to get off as much as possible. Once that is completed, scrape off the rest.
Oh be careful, test for lead first. You can buy a kit at the hardware store to test. If it is lead it will need to be either painted with an encapsulating paint or removed by a remediator.
