You could etch the underside so it show thru the top of the glass table. Find a design you like, outline it on the underneath of the table and use a dremel to etch lightly into the glass. We did that on a mirror with a VERY detailed dragon looks awesome.
Since you said it isn't smooth glass, I'm thinking you could decoupage colored tissue paper pieces to the underside so that it would still be semi-transparent, but fun and colorful as well. If you could string white fairy lights underneath, that would look really pretty at night. You could choose colors to go with your decor, or just go with the primary colors, which add secondary colors where they overlap.
Decoupage would be a great look but the table top may be pebbled underneath which would make it difficult to see. Here are some samples of decoupaged glass.
