The construction grade cabinets have doors covered with what I call "contact." If I peel the contact it is a rough particle board. Can that be finished or covered with a better product?

All you can do is paint. Don't peel it off
Sherwin Williams makes a paint that will cover that paper, and keep it from peeling, see your Sherwin Williams dealer, they should be able to help. I am guessing these are the cabinets in a mobile home.
Yes you can. Do you plan to remove the "contact" paper or do you prefer to recover with something else? You could remove and lightly sand the particle board and either paint or stain it. You could recover with a different contact paper or use wall paper. Also check Pinterest for lots of ideas! Good luck!
Laminate or thin plywood can be added to face. However, you will still have low grade cabinets.
