If it is fabric u can get fabric spray paint I wouldn't dye
Regardless of whether the fabric is removed first or not, if the fibre content is polyester, or a synthetic blend, it will not take the dye evenly.
You could also paint it, being sure to tape off any wooden chair parts so you won't get paint on them. Just search for "fabric painting" and you'll get a ton of info. I painted some old barrel-type chairs to use at my dining table. The fabric was what we used to call "Herculon" -- very long-wearing, sorta tweedy -- and took a lot of paint so a smoother fabric might work better. The finished product was not as smooth as I would have liked, but wasn't uncomfortable. They were a great shade of green and I used them for quite a while, then sold them in a garage sale to a lady who loved them as I did.
It’s best not to attempt to dye them while attached. It is actually quite easy to remove seat fabric. Simply turn your chairs over and remove the staples. You can then dye the fabric using RIT dye washer or bucket method. They now have dye for synthetic fabrics. If you go to the
RIT dye website there are great instructions along with all the colors available or recipes to create your own colors. Once you’ve completed the dyeing process heat set your fabric in the dryer and then reattach to your chairs using a staple gun or heavy duty stapler or upholstery tacks if you’d like.
