Hi Jo,
Most fabric dyes are intended for clothing, so they would soak in the dye and after they would have to be thoroughly rinsed to remove any residual dye. Otherwise it would be transferred onto skin and clothing. If this were to be used on a chair, the soaking and rinse out processes might cause the chair to mold or mildew because of water in the padding. A way around this would be to remove all the fabric from the chair, dye it (follow package directions) and then reupholster it.

Hi Jo, the only way I would know to change your fabric from cream to white is to paint it. Painting of fabric is usually more successful by painting a darker color than the current fabric.
A slipcover for your chair would be an easy fix, I saw them on Amazon for about $20

A slip cover would be much cheaper and easier. Plus the big advantage would be your ability to take it off and throw it in the washer to clean it. And if you want to change the look just buy a new slip cover or dye the old one.
I've seen people have success with painting some furniture with Fusion mineral paint. Check out their website for ideas. :)
You can't lighten fabric with dye, unless you use a color remover first. Be sure to check fabric for suitability before proceeding.

Ritzy dye used to dye fabric you should be able to use that pit it on with a sponge but don’t soak the material put on sparingly. Mix in a bowl and use it like that.
You can use fabric paint. You can use most any acrylic paint and mix with a textile medium. I saw a project where someone used Sherwin Williams Emerald Latex paint that might interest you:

You could use RIT Dye
I've painted chairs and fabric with Fusion Mineral Paint. It works very well to change the color of a chair... even velvet!
