Can you remove the old top and replace it with something new? Or can you make a new top that fits over the old? You can also paint over the old top with chalk paint and add several coats of poly--I use a lambswool pad to apply poly so it doesn't leave brush marks behind.
You can paint laminate by first using a a primer like BIN then painting with an oil base paint. Also in big box stores I have seen kits for refinishing laminate counter tops Giani and Rustoleum have these kits. I understand they work very well. Good Luck

Is it truly laminate or a veneer? Either can be removed and you can just refinish the bare wood underneath. I love the look of maple wood, so that is what I would do. However if you want to paint it you can still take it down to the bare wood to avoid any "laminate" issues with painting. Whatever you decide, I would get a Plexiglas top to prevent further damage to your lovely table.
