How do i get paint to stick on this chair??

Sanded down, used rustoleum paint and it Still peels.
is it metal or plastic? hard to tell by photo

What ever it is made of you need to remove ALL peeling paint. Then depending on what it is made of use the right paint. They make paint especially for plastic in spray cans, and all purpose as well. You don't say if it is plastic, metal or wood.
First scrape off any loose paint and sand it smooth. Clean it well. Then you want to get a spray primer or paint and primer to repaint.
Already did that, it still peels..
Hi Debra, you need to remove the old paint first and then rough up the surface slightly with 100-grit sandpaper, so the paint has something to grip onto. Smooth any deep scratches with 220-grit paper and use exterior acrylic enamel paint so it lasts for more than a season or two.

Surface Temperature
If the surface is too hot, the solvent of the paint might be forced off too soon. And that will make the paint peel off.
Coating Type
If the coating is not compatible with aluminum, the durability of the paint might not be too long. The mostly oil-based coating is not compatible with aluminum.
You could try a self etching primer.
The aluminum chairs need to have all the non-sticking paint removed by sanding or stripping, then roughed up so the primer can stick. Then paint. When you paint, spray paint, do light layers and allow to dry between. This is so you avoid drips and runs.
Scrape off loose paint. Sand the bare spots feathering the edges smooth. Wipe down with mineral spirits. Use Rustoleum Automotive Primer. About three light coats letting each coat dry before applying the next coat. Then use Rustoleum Spray paint for metal. Also several light coats letting each coat dry before applying the next coat.
Go to the auto store and get auto primer spray paint. But first clean and and sand down. Prime twice then use Rustoleum to repaint.

Remove all the old paint. Pressure wash. Clean with TSP. Wipe with denatured alcohol. Spray with a paint that is formulated for the chair material. I would go with Krylon or RustOleum.

Take all the chipping paint off then get spray paint or use a brush to paint it on .
You can spray paint it give it a light sanding to get the loose stuff off first have fun
