A light sanding is always best. But my first question is why would you want to paint such a beautiful chair? Why not just put fresh varnish stain on it.

a rough sanding and spray paint it. They make spray paint for everything now.
Ask the guy at Home Depot or Lowe's for the liquid sander. You wipe it over the varnished surface and it removes the shine and the surface, in theory, is ready to accept paint. Spray paint is the way to go. You might increase your chances of success by first spraying the chair with KILZ primer. Good luck!
