You need to remove all the existing tile and clean the surface of debris. Then lay out your larger tile using tile spacers the size of the grout lines you want, and do all cuts beforehand. I am assuming your table has edges to hold tile in. Use mortar mix for tile according to directions and lay tile using spacers. Clean up any mortar on top of tile and clear lines in between tile about 3/4 of the depth of the tile. Allow to set completely. Then grout and seal.

I agree that you need to remove what you have, clean and then lay new ones in whatever design you want.
