Is it just the color and scratches?? You can sand lightly to smooth the finish, then paint a color of you choice. If you want to add scrollwork, etc., check at Hobby Lobby. They have lots of designs that either glue on or use very small nails. Good Luck!

If it's wood, I'd refresh the paint or stain and the simply add some fairy LED lights. I know it isn't much, but it creates a mood within the room.
