If the paint finish is in good shape, you can clean them with a paint-safe gentle cleaner. Perhaps change out the hardware if you want to update.

when I had some like that I sanded the rough spots then primed and painted. It was temporary in my case but then I gave them to someone 2 years later. They painted over them and lasted over 15 years.

you can use paint stripper to remove the finish, sand down cabinets, wipe all sanding dust off, then primer -which can be tinted at the store to match your paint colors, and your top coats. use a product formulated for kitchens. oil based and latex type paints don't need to be "sealed" if you use a milk paint-that will be needed to be sealed. just keep in mind its a bugger to remove that type paint. lots of sanding.
