If the paint finish is in good shape, you can clean them with a paint-safe gentle cleaner. Perhaps change out the hardware if you want to update.
you can use paint stripper to remove the finish, sand down cabinets, wipe all sanding dust off, then primer -which can be tinted at the store to match your paint colors, and your top coats. use a product formulated for kitchens. oil based and latex type paints don't need to be "sealed" if you use a milk paint-that will be needed to be sealed. just keep in mind its a bugger to remove that type paint. lots of sanding.
