Have you tried a little WD-40?
Hello. It was the pole recently exposed to water I wonder if it caused some swelling? It may be possible when it’s dry it will shrink back to its normal size and be able to be removed.

Try some WD40, vegetable oil, let it soak for a while and gently twist the pole.
Is the pole cemented into the table? Why can't you just pull it out or cut it off?

Hi, Dig it up. (Might be an idea to cut the pole off first). Leave it where it is and use it for something else (Bird table,/House or Weather vane). If all else fails, hit the concrete with a Sledgehammer!

If the umbrella pole is permanently part of the cement you may have to use a saw and cut it off on the bottom and top of the table. You could use more concrete to hide the repair and repaint the table. It is difficult to imagine what this looks like.
